Howells is a great place to retire. Reasons include: low crime rate, low tax rate, low housing costs and lots of high living! Here are the specifics:

Real property is subject to tax at actual value. Agricultural land is valued at 80 percent of its actual value. Personal property that is used in a trade or business and is depreciable is subject to tax at its “net book value.” Motor vehicles are subject to tax by values established by the State Tax Commissioner. All other personal property is exempt from taxation. The tax rate at the industrial zoned land outside the city limits averages $2.1665 per $100 of actual value.

The crime rate per 1,000 population in Colfax County in 1994 was 22.9 compared to a state crime rate of 44.4 and a national rate of 53.7.

The average purchase price of a home in Howells is $40,000; the average rental costs ranges from $250 to $400 per month.

Local organizations sponsor a monthly pot luck dinner at the local Howells Community Center for senior citizens.

The Howells Public Library, built in 1983, is a ground level structure of 2,700 square feet. The building, including restrooms, is handicapped accessible.
